ASUU Develops UTAS Prototype in Opposition to IPPIS
The Academic Staff Union of Universities (ASUU) has announced its development of a new prototype called University Transparency and Accountability Solution (UTAS) as an alternative to the controversial Integrated Payroll and Personnel Information System (IPPIS). ASUU's national president, Biodun Ogunyemi, expressed the union's dedication to eradicating corrupt practices in the university system and emphasized their support for any steps aimed at curbing corruption. The UTAS platform aims to provide increased transparency and autonomy for Nigerian universities, allowing the government to monitor and control activities while safeguarding the universities' independence.

In a step towards enhancing accountability and curbing corruption in Nigerian universities, the Academic Staff Union of Universities (ASUU) has recently unveiled a new prototype called the University Transparency and Accountability Solution (UTAS). The union developed UTAS as a viable alternative to the Integrated Payroll and Personnel Information System (IPPIS) previously mandated by President Muhammudu Buhari for all government employees.

During the News Agency of Nigeria (NAN) Forum in Abuja, ASUU's national president, Biodun Ogunyemi, emphasized the union's commitment to fighting corruption within the university system. Ogunyemi spoke vehemently against the widespread allegations of corruption and mismanagement related to the IPPIS implementation and disclosed ASUU's efforts to develop UTAS as a response.

ASUU had expressed reservations about the IPPIS system back in 2014, highlighting the unique nature of universities and the need for a distinct platform. The union commenced discussions with the government, nominating representatives to collaborate on the development of a platform that would cater to the specific needs of the universities. However, the government went ahead to implement IPPIS without considering ASUU's input.

Recognizing the neglect of their concerns, ASUU took it upon themselves to create a solution that aligns with their principles and addresses corruption in the university system. UTAS offers an innovative approach to delivering transparency and accountability, two core objectives sought by the government.

According to Ogunyemi, UTAS will enable the university system to maintain its autonomy while still allowing government access to monitor and control activities within the institutions. The platform encompasses various components, ensuring that sensitive information and payroll systems are uploaded securely and solely accessible to authorized personnel.

While IPPIS merely focused on facilitating payment transactions, UTAS aims to revolutionize the university system's operations. It offers an extensive range of features that go beyond payroll management, providing a comprehensive solution for personnel information and monitoring.

Ogunyemi criticized the IPPIS system by asserting that if the government had collaborated with ASUU in 2014 to develop UTAS, the issues surrounding IPPIS would have been avoided entirely. He further highlighted that IPPIS lacks the capability to safeguard the interests of Nigerians adequately.

ASUU vehemently opposes the government's push to enroll lecturers onto the IPPIS platform, perceiving it as an attempt to distract the union from pressing matters such as their 2009 renegotiation agreement. The union remains steadfast and calls upon the government to embrace UTAS as a more viable and beneficial solution.

By developing UTAS, ASUU demonstrates its commitment to eradicating corrupt practices in Nigerian universities and establishing an environment that fosters transparency, accountability, and sound governance. The union stands united in its support for actions that aim to combat corruption effectively and enhance the quality of education in the country.
