The Nigeria Civil Aviation Authority (NCAA) has taken a proactive step in bolstering aviation safety in the country by implementing the Aviation Safety Reporting System (ASRS). The ASRS provides a comprehensive platform for pilots, air traffic controllers, dispatchers, cabin crew, maintenance technicians, and others involved in flight operations to voluntarily report incidents they encounter during their duties.
This initiative, announced through the All Operators Letter (AOL) issued on August 25th, 2025, is part of the NCAA's efforts to align with the International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs). It also falls under the purview of Nigeria's Aviation State Safety Programme, as mandated by Annex 19 to the Chicago Convention on International Civil Aviation and the Civil Aviation Act 2022.
The recently launched Safety Data Collection and Reporting System (SDCPS), known as SMS Pro, serves as the backbone for the ASRS. This web-based software adheres to the ICAO-recommended framework of the State Safety Programme and Safety Management System (SSP & SMS). It comprises safety policy, Safety Risk Management, Safety Assurance, and Safety Promotion.
The integration of the aviation industry into the SMS Pro system allows each service provider to access customized handles issued by the authority for seamless submission of incident reports. By facilitating these reports, the ASRS aims to create a comprehensive database and promote a proactive safety culture within the Nigerian aviation sector.
With the implementation of the ASRS, Nigeria seeks to enhance safety reporting and analysis, identify potential risks and areas for improvement, and enable data-driven decision-making. This voluntary reporting system complements the mandatory safety reporting system already in place, which captures incidents that must be reported as per international regulations.
The ASRS addresses a critical need for improved incident reporting, enabling industry professionals to contribute to a safer aviation environment. By encouraging voluntary reporting, the NCAA promotes a proactive safety culture, ensuring that potential risks and safety issues are promptly identified and mitigated.
