Nigeria Civil Aviation Authority Implements National Aviation Safety Reporting System
The Nigeria Civil Aviation Authority (NCAA) has announced the deployment of the National Aviation Safety Reporting System, in compliance with the International Civil Aviation Organization (ICAO) Standards. The system, called SMS Pro, aims to enhance safety data collection and reporting in the aviation industry. This move aligns with the requirements of the Civil Aviation Act and the Chicago Convention, ensuring an acceptable level of safety in civil aviation.

The Nigeria Civil Aviation Authority (NCAA) is taking significant strides in improving aviation safety within the country. With their recent deployment of the National Aviation Safety Reporting System, they aim to bring Nigeria in full compliance with International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs).

The implementation of the National Aviation Safety Reporting System was announced through an All Operators Letter addressed to aviation stakeholders and the general public. The system, known as SMS Pro, is a robust web-based software designed to collect and report safety data in the aviation industry.

According to Captain Musa Nuhu, the Director General of Civil Aviation, SMS Pro mirrors the ICAO-recommended framework, comprising safety policy, safety risk management, safety assurance, and safety promotion. It allows for the integration of various aviation service providers, who will have customized handles issued by the Authority to submit reports into the system.

This move aligns with Annex 19 to the Chicago Convention on International Civil Aviation and the Civil Aviation Act 2022, which mandate the establishment of an Aviation State Safety Programme. Countries are required to implement Safety Data Collection and Processing Systems (SDCPS) to capture, store, aggregate, and analyze safety data and information.

To comply with these requirements, the Nigeria Civil Aviation Authority has established a mandatory and voluntary safety reporting system. The mandatory reporting system ensures that incidents are reported promptly, while the voluntary reporting system collects additional safety data not captured by mandatory reporting.

In addition, the Civil Aviation Act 2022 emphasizes the establishment of a State Safety Programme (SSP) and a non-punitive incident and accident reporting system. The deployed SMS Pro system will play a crucial role in supporting the implementation of the SSP by providing state authorities with access to safety data and information.

All service providers certificated by the NCAA are required to provide information about their focal points for submitting mandatory reports. These focal points will undergo an orientation session to familiarize themselves with the SMS Pro system. Once granted access, service providers must start using the system effectively.

While the NCAA will still accept mandatory reports in paper format, it will be mandatory to submit all reports through the SMS Pro system starting from 1st September 2023. Focal persons are also responsible for creating awareness within their organizations and providing documented evidence of their awareness campaign to the Authority by 1st October 2023.

Both the NCAA and the Nigerian Safety Investigation Bureau (NSIB) will have access to all submitted reports and will carry out preliminary risk assessments. The data collected through the National Aviation Safety Reporting System will play a vital role in ensuring the overall safety of the aviation industry in Nigeria.
