The Nigeria Hydrological Services Agency (NIHSA) has raised concerns over the potential for widespread flooding across the country in 2023. In their 2023 Annual Flood Outlook (AFO) report, the agency identified 178 Local Government Areas (LGAs) in 32 states and the Federal Capital Territory (FCT) as being in high danger of severe flooding.
The report highlights the vulnerable regions, categorizing them as high, moderate, and low risk areas. Some of the coastal states, including Bayelsa, Cross River, Delta, Edo, Lagos, Ogun, Ondo, and Rivers, are particularly susceptible to coastal flooding due to their geographical location. Additionally, major cities like Abuja, Lagos, Ibadan, and Port Harcourt are anticipated to experience flash and urban floods.
The agency's Director General/CEO, Engr. Clement Nze, stressed the significance of early action in mitigating the impacts of the anticipated flooding. Nze expressed concern over the early flood incidents reported in several states, resulting in casualties, loss of life, and property damage.
One significant factor that contributes to the increased flood risk is the water releases from the Cameroonian Lagdo Dam. The dam started releasing water in August 2023 at a rate of 200 cubic meters per second and has since reduced it to 50 cubic meters per second. However, the agency maintains a high alert as the rainy season persists.
The NIHSA is closely monitoring the water levels and flow patterns of the River Benue and River Niger systems. These rivers, being major water bodies in Nigeria, pose additional flood risks.
With the increasing threat of flooding, the agency emphasizes the importance of preparedness, especially in regions prone to flooding. Nze urged state governments, citizens, and all disaster response and reduction agencies to take immediate action.
As part of the preparedness measures, the agency advises individuals residing in high-risk areas to be aware of early warning systems, evacuation routes, and emergency shelters. It also recommends the clearing of drainages and canals to prevent blockages that exacerbate flooding.
Additionally, the NIHSA calls for the implementation of structural measures such as dams, embankments, and floodplains to manage and control flooding in vulnerable regions. The agency emphasizes the role of urban and regional planning in identifying flood-prone areas and avoiding construction in those zones.
Timely preparedness and mitigation measures are key to minimizing the impact of the anticipated flooding. The NIHSA encourages collaboration between government agencies, civil society organizations, and communities to ensure effective disaster response and preparedness. Regular sensitization campaigns and public awareness programs are recommended to educate citizens about flood risks and appropriate safety measures.
The NIHSA's warning serves as a reminder for all Nigerians to remain vigilant and proactive in the face of potential flooding. By taking immediate action and implementing the suggested preparedness measures, individuals and communities can reduce the adverse effects of flooding and protect lives and property.
